Elkin added that in addition to its historic treasures the modern tourist industry is integrated into Jerusalem's city. "The inauguration (of [this] tunnel project is an additional part of the development of Jerusalem, and the transformation of Jerusalem into a popular tourist destination for all kinds of audiences in Israel and around the globe."Elkin his ministry, which together with the Jerusalem Municipality spearheaded the project, said the ministry "invests hundreds of millions of shekels each year to develop Jerusalem's tourism in all its aspects and also in the development of innovative attractions and ventures that connect the glorious historical past of our capital city to the future of Jerusalem... It also included budgets for Jerusalem Municipality and the Gihon Corporation. The work was carried out by the Jerusalem Development Authority.Elkin stressed that "The Kerem Tunnel Project is the central instrument to achieve the dream to change the way we think about transport in Jerusalem." Elkin explained that the proposed tunnel will connect with the Jerusalem Ring Path and will link with existing bike trails. The tunnel will also be made paved in its different areas. It will also help cyclists and promote green transportation in the capital.The Kerem Tunnel first was excavated in the late 90s to relocate the main sewer line of the Gihon Corporation towards Sorek.
